Civil Aviation Administration of China: Power banks without 3C certification or recalled models banned on domestic flights
To ensure the safety of aviation operations, the Civil Aviation Administration of China has issued an urgent notice. Starting June 28, passengers are prohibited from carrying power banks that lack a 3C certification label, have unclear 3C labeling, or belong to recalled models or batches on domestic flights. Pudong Airport and Hongqiao Airport will enforce the requirements of this notice to ensure passenger safety. We kindly ask all passengers to comply with this notice by carefully checking the certification label, brand, and model of your power banks before traveling. Please do not bring non-compliant power banks on board. Remove your power bank before security checks to prevent travel delays.

Valid boarding documents
According to Article 31 of the "Civil Aviation Security Screening Regulations", passengers on domestic flights must present valid identification and a valid boarding pass. If the passenger's identification, boarding pass and personal information match, the Civil Aviation Security Screening Authority will affix a validation stamp.
Types of valid boarding identification include:
For residents of Chinese mainland: Resident Identity Card, Temporary Resident Identity Card, Passport, Military Officer Certificate, Civil Servant Certificate, Volunteer Soldier Certificate, Non-Commissioned Officer Certificate, Civilian Personnel Certificate, Employee Certificate, Armed Police Officer Certificate, Armed Police Soldier Certificate, Seafarer Certificate.
For residents of Hong Kong and Macao: Mainland Travel Permit for Hong Kong and Macao Residents.
For residents of Taiwan: Mainland Travel Permit for Taiwan Residents.
For foreign passengers: Passport, Diplomatic Personnel Certificate issued by the Ministry of Foreign Affairs, or Permanent Residence Permit for Foreigners.
Other valid boarding documents specified by the Civil Aviation Administration of China.
For Chinese mainland residents under 16 years old, valid boarding documents also include birth certificates, household registration books, student IDs, or identification issued by the local Public Security Bureau.
Prohibited items for civil aviation passengers (carry-on and checked baggage)
1. Weapons and firearms (including major components)
Devices capable of discharging ammunition (including projectiles and other objects) that could inflict serious injury, or items that may be misidentified as such devices, include:
(1) Military firearms and service firearms, such as handguns, rifles, submachine guns, machine guns and riot guns.
(2) Civilian firearms, such as air guns, shotguns, sporting guns and tranquilizer guns.
(3) Other firearms, including prop guns, starting pistols, steel-ball guns, foreign firearms and various types of illegally manufactured firearms.
(4) Imitations of the above items.
2. Explosive or combustible substances and devices
Items that could cause serious injury or endanger the safety of the aircraft, or items that may be mistaken for such devices, include:
(1) Ammunition, such as bombs, grenades, flare bombs, incendiary bombs, smoke bombs, signal flares, tear gas bombs, toxic gas bombs, bullets (including lead bullets, blank cartridges and training rounds).
(2) Explosive materials, such as explosives, detonators, fuses, igniters, fuse tubes, detonating cords and blasting agents.
(3) Fireworks, including firecrackers, sparklers, smoke bombs and celebratory shells.
(4) Imitations of the above items.
3. Controlled items
Items that can cause personal injury or pose significant risks to aviation safety and order include:
(1) Controlled knives, such as daggers (with a handle, guard, and blood groove, a blade tip angle of less than 60 degrees, single-edged, double-edged, or multi-edged knives), tri-blade scrapers (tools with three cutting edges), spring knives or switchblades with a locking mechanism (folding knives that can be locked once opened or deployed via spring action) and other similar sharp-edged items (with a blade length greater than 150mm and a tip angle less than 60 degrees).
(2) Police and military equipment, such as police batons, stun guns, service knives, handcuffs, thumb cuffs, leg irons and tear gas launchers.
(3) Other controlled items as defined by national regulations, such as crossbows.
4. Hazardous materials
Items that could cause personal injury or endanger aviation safety or transport order include:
(1) Compressed and liquefied gases, such as hydrogen, methane, ethane, butane, natural gas, ethylene, propylene, acetylene (dissolved in a medium), carbon monoxide, liquefied petroleum gas, fluorocarbons, oxygen, carbon dioxide, water gas, lighter fuel and liquefied gas for lighters.
(2) Self-igniting materials, such as yellow phosphorus, white phosphorus, nitrocellulose (including photographic film), and oil paper and its products.
(3) Water-reactive flammable substances, such as potassium, sodium, lithium, calcium carbide (electrical stone) and magnesium-aluminum powder.
(4) Flammable liquids, such as gasoline, kerosene, diesel, benzene, ethanol (alcohol), acetone, ether, paint, thinners, rosin oil and products containing flammable solvents.
(5) Flammable solids, such as red phosphorus, flash powder, solid alcohol, celluloid and foaming agents.
(6) Oxidizers and organic peroxides, such as potassium permanganate, potassium chlorate, sodium peroxide, potassium peroxide, lead peroxide, peracetic acid and hydrogen peroxide.
(7) Toxic substances, such as cyanides, arsenic, and highly toxic pesticides.
(8) Corrosive substances, such as sulfuric acid, hydrochloric acid, nitric acid, sodium hydroxide, potassium hydroxide and mercury (also known as quicksilver).
(9) Radioactive materials, such as radioactive isotopes.
5. Other items
Miscellaneous items that could cause personal injury or pose significant risks to aviation safety and transport order include:
(1) Infectious disease pathogens, such as the hepatitis B virus, anthrax bacillus, tuberculosis bacillus and HIV.
(2) Fire-starting devices (including any ignition device), such as lighters, matches, cigarette lighters and magnesium fire-starting rods.
(3) Power banks or lithium batteries with a rated energy exceeding 160Wh (different regulations apply for lithium batteries used in electric wheelchairs).
(4) Alcoholic beverages with an alcohol content exceeding 70 percent by volume.
(5) Highly magnetized objects, items with strong, irritating odors, or items that may cause panic among passengers, as well as items with uncertain characteristics that may be hazardous.
6. Other prohibited items
Items prohibited by national laws, administrative regulations, or other regulatory provisions for transport.
Restricted items for civil aviation passengers (carry-on or checked baggage)
1. Items prohibited for carry-on but allowed in checked baggage
(1) Sharp objects
Items with sharp edges or tips, made of metal or other materials, strong enough to cause serious personal injury, include:
(a) Household knives (with blade length greater than 6cm), such as kitchen knives, fruit knives, scissors, utility knives and paper cutters.
(b) Professional knives (blade length not limited), such as surgical knives, slaughter knives, carving knives, plane knives and milling cutters.
(c) Martial arts or performance weapons, such as swords, spears, sabers and halberds.
(2) Blunt objects
Items without sharp edges or tips, made of metal or other materials, strong enough to cause serious personal injury, include:
(a) Sticks (including telescopic batons, nunchucks), baseball bats, pool cues, cricket bats, hockey sticks, golf clubs, trekking poles, ski poles, finger rings (spike rings).
(3) Other
Items that could cause personal injury or pose significant risks to aviation safety and transport order include:
(a) Tools, such as drills (including drill bits), chisels, awls, saws, bolt guns, nail guns, screwdrivers, crowbars, hammers, pliers, welding guns, wrenches, axes, small axes (parang), calipers, ice picks and ice chisels.
(b) Other items, such as darts, slingshots, bows, arrows, personal alarms, and items not covered by national regulations such as stun guns, mace gas, tear gas, pepper sprays, acid sprays and animal repellent sprays.
2. Items allowed with restrictions (carry-on or checked baggage)
(1) Items allowed for carry-on with restrictions
(a) For international or regional flights, liquid items should be carried in containers of no more than 100mL each, and these containers must be placed inside a transparent, resealable plastic bag with a maximum total capacity of 1L. Each passenger is allowed only one bag per flight, and any excess must be checked in as baggage.
(b) For domestic flights, liquid items in carry-on baggage are prohibited, with the exception of cosmetics, toothpaste and shaving cream for personal use during the flight. Cosmetics for personal use during the flight must meet three conditions (one item per type, no more than 100mL per container, and subject to inspection). Toothpaste and shaving cream are allowed but must not exceed 100g (or 100mL).
When transferring from international or regional flights to domestic flights at the same airport, any duty-free liquid items must meet three conditions to be carried on: passengers must show a shopping receipt, the items must be placed in a sealed, undamaged transparent plastic bag, and they must be confirmed by security screening. If the passenger leaves the airport control area, duty-free liquid items must be checked in as baggage.
(c) Liquid dairy products necessary for infants or liquid medications needed for patients with diabetes or other medical conditions can be carried after security confirmation.
(d) Liquid items purchased or obtained within the airport control area or on the aircraft can be carried as long as they remain within the control area.
(2) Items prohibited for carry-on but allowed with restrictions in checked baggage
Alcoholic beverages are prohibited for carry-on but can be checked in under the following conditions:
(a) The packaging must be clear and intact, and each container must not exceed 5L in volume.
(b) If the alcohol content is 24 percent by volume or less, there are no limits on the quantity for checked baggage.
(c) If the alcohol content is greater than 24 percent but not exceeding 70 percent, the quantity for checked baggage is limited to 5L per passenger.
(3) Items prohibited for checked baggage but allowed for carry-on with restrictions
Power banks and lithium batteries are prohibited for checked baggage, but can be carried on with the following restrictions (special regulations apply for lithium batteries used in electric wheelchairs):
(a) The power bank must have clear labeling, and the rated energy must be no greater than 100Wh.
(b) If the rated energy is greater than 100Wh but not exceeding 160Wh, prior approval from the airline is required, and each passenger is allowed to carry a maximum of two units.
Beginning June 28, 2025, passengers will not be allowed to carry power banks without the 3C mark, with unclear 3C marks, or with recalled models or batches (relevant recall information can be checked on the "Defective Product Recall Technical Center" section of the website of the State Administration for Market Regulation).
